Vehicle Glass Managers

Auto glass repair and replacement on PHH lease vehicles is to be done by glass shops that are members of the Glass Manager network.

Glass Manager is administered by the Speedy Glass Manager Network and the Belron Glass Manager Network.  There are 100 independent locations and 57 chain affiliates participating in the program.  Each is affiliated with either the Speedy Network or the Belron Network.

In towns where there is more than one Glass Manager shop, ministries should obtain competitive quotes from two, or ideally, three Glass Manager shops.  The shops should be advised that the lowest acceptable quote will be chosen and that they should "price to local market conditions".

Glass Manager is similar to the VMA program. Before a glass shop can do the work they must phone the Glass Manager Program to have the work approved.  The same ministry approval limits that apply to VMA also apply to Glass Manager ie repairs over $750 will be phoned in to the authorized ministry contact for approval ($500 in Forests; $1000 in MOTH).

Glass Manager has a "Best Pricing Policy".  When either a driver or glass shop calls in to Glass Manager to have work approved, the Glass Manager technician will ask the caller if they have either given or been provided with a quote by the glass shop. In the event that a shop has provided a quote, the "best price" will apply.  The "best price" is the lower of the quote, or the shop's glass manager price.

If a ministry has traditionally obtained quotes from a shop that is not a Glass Manager member, please encourage them to join the program.  Information is available by calling PHH at 1 800 268-2915 ext 6309.  Glass shops do NOT have to be affiliated with a major chain to join the program.

The PHH "red" card must be presented to the glass shop at the time the vehicle is delivered for repair.

Participating glass shops are paid by PHH / Glass Manager, and the charges are subsequently invoiced to the ministry.  Ministries should retain copies of their estimates to confirm that quoted discounts are invoiced.

Auto glass is now an integral part of many vehicles' structure.  Today's more sophisticated vehicles require a higher standard of glass and installation than was necessarily the case in the past.  Glass Manager's technicians monitor the work being done on vehicles to ensure that appropriate parts and installation methods are being used, and that up-selling by vendors is prevented.  A key criteria is that replacement glass meet OEM safety standards (Original Equipment Manufacturer).

Vehicle operators can call the Networks' toll free numbers to obtain the location of the closest participating shop:
