Pre-qualification List Policy for inclusion in the Core Policy Manual (section 6.3.2 a)
Replaces CPM policy 6.3.2 b (4), 6.3.2 c (3), 6.3.3 a (10), and 6.3.3 a (11)
- To establish a pre-qualified supplier list, a process must be undertaken which uses the standard Request For Qualification template, unless an alternate form is approved by Legal Services. The process is to include an evaluation of the responses to the identified pre-qualification requirements to determine which respondents will be placed on the list of pre-qualified suppliers.
- The method for selection of a contractor from the pre-qualification list must be specified in the RFQ document and this selection method must be followed.
As required in accordance with the provisions of the Agreement on Internal Trade (AIT) and the BC/Alberta Trade, Investment and Labour Mobility Agreement (TILMA), if the expected contract value is over the goods, services or construction threshold (see section 6.4.4), the contractor is to be selected through a competitive process between all suppliers on the pre-qualification list that meet the criteria for a specific project (e.g., specialization). The competitive process will evaluate each supplier's proposed approach, or pricing, or other elements required for the project. - Opportunities to be registered on a pre-qualification list must be provided either continuously or at regular intervals. The period for which a pre-qualification list will be valid must be specified in the RFQ document.
If the requirement for goods, services or construction falls within the provisions of the AIT or TILMA, the process to identify pre-qualified suppliers for goods, services and construction opportunities which may be over the associated threshold (see section 6.4.4) must be advertised annually on BC Bid.

The selection method identified in the RFQ must be followed when selecting a contractor from a pre-qualified list of suppliers.
The following selection methods are suggested means by which contracts may be established with a supplier on a pre-qualification list. One of these methods, or other similar selection method, is to be described in the RFQ document.
- If the expected contract value is less than $5,000 for goods, or $25,000 for services or construction, then a contractor can be selected from the pre-qualification list. Suppliers on the pre-qualification list that meet criteria for specific projects (e.g., specialization) should have reasonable opportunity to be selected.
- If the expected contract value is between $5,000 and $10,000 for goods, or between $25,000 and $75,000 for services, or between $25,000 and $100,000 for construction, the contractor may be selected:
- on a sole source basis, if it can be verified that only one of the suppliers on the pre-qualification list is available to undertake the project; or,
- based on a project specific assessment of the supplier qualifications provided in the RFQ process to determine the best qualified supplier to undertake the work; or,
- by a competitive process between a minimum of three suppliers on the pre-qualification list that evaluates each supplier's proposed approach, or pricing, or other elements required for a specific project. Each supplier on the pre-qualification list that meets criteria for specific projects (e.g., specialization, geographic location) should have reasonable opportunity to compete.
- If one of the provisions of the direct award policy (6.3.3 a (1)) is met, a contract may be directly awarded to a supplier on the pre-qualification list.
