Procurement Services has established Corporate Supply Arrangements (CSA’s) with a number of Temporary Help Agencies for the provision of Temporary Help Services and Auxiliary Recruitment Referral Services to the Government of BC.  These new arrangements are somewhat different from past CSA agreements for temporary help services and potential users should read and understand the agreement prior to contacting any of the approved agencies.

 

Areas of coverage:

The CSA’s cover the following locations:

Greater Victoria which includes Victoria, Colwood, Saanich, Central Saanich, North Saanich, Esquimalt, Highlands, Metchosin, Oak Bay, Sidney, View Royal, Langford and Sooke;

Nanaimo which includes the area surrounding the City of Nanaimo and includes Duncan, Parksville, Courtenay, Comox and Campbell River;

Lower Mainland which includes Metro Vancouver and the Fraser Valley extending to Abbotsford, Chilliwack, Cultus Lake, Mission, Rosedale and Sardis;

Okanagan which includes the area surrounding and including Kelowna, Penticton and Vernon;

Kamloops which includes the area surrounding and including Kamloops, Merritt, Revelstoke, Clearwater, Salmon Arm, Lilloett, 100 Mile House and Williams Lake;

 

When to use these CSA’s:

The following classification levels will apply:

Requests for services may be for bargaining unit or excluded positions. Ministries will identify which is required in their request. Temporary Help Services for bargaining unit positions may not exceed 30 calendar days. The limitation does not apply to excluded positions.

 

Who may use these CSA’s:

PLEASE NOTE – Only provincial government ministries, agencies, boards and commissions that are covered under the Public Service Act may acquire temporary help and recruitment services where CSA’s are in place for their location.

Ministries may acquire services from the agency that in the ministry’s opinion offers best value and service to the ministry in a specific location. Government staffing procedures will include the requirement for managers to request recruitment services from one CSA holder at a time.


Why use these CSA’s:

The CSA’s provide the basis of a legal agreement between the agencies (Offerors) and the ministries (Clients). When the client issues a purchase order off a standing offer (P.O.S.O.) or government purchasing card that references these CSA’s, a binding agreement is formed that ensures that the services meet the terms of the arrangements. These CSA’s establish a government minimum standard and provide cost effective rates based on a competitive process. They also provide a quick method of estimating costs by selecting the appropriate job classification and hourly rates offered by the agency based on assignment duration within the area of use.

The pricing package contains 2 separate pricing forms:
1) Temporary Help Services; and
2) Auxiliary Recruitment Referral Services

Offerors will be permitted to bill a minimum of two hours for each temporary help assignment

In the context of the Corporate Supply Arrangement, overtime is regulated by provincial government legislation and not provincial government collective agreements. For the purposes of calculating overtime, the week begins on Sunday. Overtime in the province of British Columbia means either:

  • Overtime Rate # 1: time worked in excess of 8 hours per day or 40 hours in any week; or,
  • Overtime Rate # 2: time worked in excess of 11 hours in any day

Before a Temporary Help Services employee may work overtime, prior authorization of the Ministry Manager is required.

The Retained Hire Fee will be paid if the Manager retains the Temporary Help Services worker (e.g. hires the worker as an Auxiliary employee). This rate is to be stated as a dollar amount for each retained hire.

For Auxiliary Referral Services, the Hire Rate will be paid upon successful hire of an Auxiliary Referral Candidate and is paid per hire.

End Users Note: Where a temp is hired for a 30 day term in one position - further fees could result from future hiring of that referred candidate into a permanent position. Note: It will be at the ministry's discretion to decide if they wish to proceed further.
